The bike you linked is not a bad complete race bike and it has one of the longest top tubes of the Expert sized bikes so it will probably fit you a little longer. One thing you will want to consider is what your local track(s) is like, if it is usually dry then this bike will be fine. The Intense bikes come with the Micro Knobby tires, they are good tires for a hard packed track but one a muddy track they get really slick. Tires are pretty cheap but if you are on a tight budget you may want to consider ones with a more aggressive tread.
