I understand the situation fine; plenty of money but it gets used for "other" projects. Happens everywhere, all the time. New politicians get elected, repeat same spending habits. repeat ad nauseum.

Had the engineers determined the bridge needed replacing, it would've been replaced and the money would've come from other projects not as well politically protected. Like adding bicycle lanes. Infrastructure replacement always gets short shrift in favor of NEW highways, NEW bridges, NEW tunnels, all with some politician's name on them, of course.

Politically one-sided? Did I mention any political parties? Do you think the situation would be different had a different administration been in place? Don't be naive.
