But they're right about almost everything.. they make bars 34cm wide? I hope that was a typo, you certainly don't want bars that narrow.
1/8" drivetrain will be ideally be little smoother and more efficient, 3/32" will ideally be quieter and stronger. In practicality, you probably won't notice the difference in smoothness, and unless you get the right cog and chain (PC-68 and EAI worked wonders for me), then it might not be too quiet. And you probably know all the issues with chainring abundance, so I won't go into that.
I would definitely reconsider the rims. They're 500g each! That's more than two pounds in your rims alone! They are very tough though, although you can get lighter rims that are also tough. Phils are sweet, don't let anyone put down your Phils. But if you really want to slurge, get LeVeL hubs.. Hubjub has them.
And really, no need for the steel/chrome nonsense. You can get polished aluminum that's almost as shiny without the weight (and price) penalty. As others have said, Al rides a little nicer in the front end.
Either way, you'll build a sweet bike. I wouldn't be criticizing if you didn't ask for it

Now all you need is a new frame...
