Second the hot water idea. Goof off is solvent based and will not do the clearcoat any favors, esp. if alcohol dulls it. I agree if the alcohol is cleaning it up that it is likely latex paint.

Hot water, hot as you can stand it, a squirt of dish soap, and a few capfuls of vinegar cleans up latex paint.
