Well, I don't know much about Torrance, but if I were you, I'll consult an attorney, and have him write the Torrance Police Chief a letter of complaint, and the letter should mention all the time you were stopped, and how the cops are impacting your quality of life negatively.

I know an african-american gentleman whose constant harassment by cops did not stop, until he had an attorney write that city's police chief a letter of complaint. All he did was to own and drive an expensive car. And he told me his attorney also attached a picture of his car to the letter.

Life is too short to deal with constant harassment by cops or anybody else, for that matter.
