Wow, I've lived in South Torrance for 11 years and never been stopped by Torrance PD (on my bike -- car yes bike no). You must live a couple of blocks from me -- since my wife heard about the crime, etc.

I think it may just be an overreaction -- I think the Torrance PD gets worked up when a crime like that happens on their turf and they start to look for anyone that looks out of place. Perhaps it is the hair like someone else mentioned but if you were wearing full cycling gear then that seems a bit much.
