yes, that's what you think it is. vertical dropouts cut off. holes drilled. other ends bolted on. not even full thread engagement in the nuts because the bolt is a little short. yes, the bolts are little. scary.

Lets all chip in and buy this person a $50 frame off of craigslist. Or maybe we could start a TV show where each week someone from bike forums visits one of these poor souls. The sponsors (maybe Trek and Performance?) could then pay to replace their death traps. At the end of each episode, the host could remind the kids in the audience of what we learned this week in a voice-over with slow motion shots of people hugging, wiping tears from cheeks, ect....
