is that with a full charge? if so if it just started test each cell after charging you may have a bad one.
or one going bad anyway.

under load it should dip down a bit. but not bottom out. its more of a cheap amp meter.

how old is the battery pack?
how manny charges has it had?
do you leave the charger plugged in?
