Just judging by the later Raleighs. All the better Carltons I've had have had the typical wraparound seatstays. But I could be wrong judging from parts that came on it. Lugs actually look like the Flyer frame I got on ebay. Here's a Flyer ad, though they seem to have Campagnolo dropouts, and the 1966 Flyer frame I got on ebay; decals from Lloyds:
