This is a road application if it makes any difference and the wheels are Shimano made wheels & hubs.
The only Shimano hubs that are "10-speed only" are Dura-Ace 7800 and the hubs in the Ultegra complete wheels, I think the number is 6600.

Unfortunately, these hubs use a completely different internal design from other Shimano Freehubs, so you cannot transplant a 9-speed compatible Freehub body to them.
