It is as strong and in some cases much stronger than steel. However, carbon has a very short life when subjected to abuse and the fatigue life is shorter. A steel frame can be realigned should it get whacked hard enough to bend, but not, break the tubing. (within reason) A carbon frame on the other hand does not bend and stay bent, it simply snaps.
