Once Randya's graduated from high school, he'll better understand the stresses that adults have to deal with, including nuisance gatherings like the ones described in the OP.

It's not a cycling or anti-cycling thing; it's just about respecting other people's rights.

If this were cars, it would have been shut down ASAP.

Because it's cyclists, it appears that MORE leeway is being given.

This is good in a sense, but the cyclists should abide by residential speed limits (usually 15 - 25 mph), and behave in other's neighborhoods as they would want others to behave in theirs.
