Thats really how bikes were set up back then before braze on's, or on cheap bikes W/O Braze ons. You should buy a old cable stop clamp that will clamp on your downtube right in front of the BB shell, one side will route your rear cable and the other for the front, the left side for the front derailleur with have a cable stop. You'll have a very short amount of cable from there to the cable stop on the front derailleur.. if You're using a newer derailleur it might not (rear: most likely wont) have one however, so you may have to improvise and use an older derailleur.
