jet-a regular strada stem from that era (and any era up to a couple of years ago) has a drop of about 17 degrees. That drop roughly matches the 73 degree angle of the head tube, and more or less makes the stem extension level with the earth.
Track stems are designed to reinforce the totally maschochistic tendencies of hard core trackies, squashing their perenium with stem angles of up to (beyond?) 30 degrees.
