Well, it only makes it improper if it's a problem for you, but overlap is very common on track frames. In that case, if you turn toward the backwards foot (i.e., your right is to the back with your left to the front and you turn the bars to the right), you're probably going to run the wheel into your foot or end up stepping on the back of the tire. Neither is particularly conducive to a good stand.
