The length of the dropouts makes more of a difference than how horizontal they are - the longer, the better. It gives you more choices for gearing.

I think most Bianchis are pretty good, but I'm not any sort of expert - I just ride one. As to what kind of steel, you'd have to look at the sticker on the frame, if there is one.
