I commute and have a trunk bag, but I have to wear a suit to work, so I can't take it off and place it in the bag without getting wrinkled. I'd like to switch to a bike basket, so I can just fold the jacket and place it inside. Here is the kicker - I'd like a basket that can not just be slid off, which will allow me to park it at the train station.
Any suggestions?

Don't mean to muddy the waters, but you already have a trunk bag and another bike attachment just has compatibility problems and security issues when you park and lock it.
If the main concern is properly packing your suit coat, why not get a large messenger bag? They are very comfortable, useful for a wide variety of items, security is not an issue, and it will keep your suit wrinkle free. Something like this:
