The chrome stays, bar end shifters are screaming Paramount, but I'm not sure. I don't see a Reynolds sticker, and I can't read the down tube. The head badge looks like early 70's.

If it is a apramount it should be sold to someone who will preserve it, then this fella can use his money to convert something else.
