Strip the frame of all parts and remove the seatpost too, just in case it's stuck (or something). Don't paint any of the parts and definitely don't ask if it's worth $400 or so should you decide to sell.

You might want to sand the old paint off as well. Automotive paint that's baked on (you can use quartz lights to bake if you do it carefully and responsibly) will show best. Hard on the lungs though, so you might consider a professionals help with that.
