I would guess it is a 1980 UO8. It was available in red. That was the only year I can think of where it did not have half chrome forks. It may have been the last year the UO8 was made.

I have noticed that European models had down tube shifters after the US market models had gone to stem shifters. Also, I have a 1973 P8E that was bought over to the states from Europe and it has a low flange front hub where the similar US version had a high flange hub. Here is a photo of my 1980 UO18 ( mixte version of the UO8 ). The color, decals, etc. look identical,. The Rigida rims were both date coded 1980 and there is a paper tag under the bottom bracket identifying it as a UO18, 57 cm.
