I have found quite a bit of variation in tire sizes labelled the same. Some 27 1/4's are about the same width as 27 1/8's and some that are the same width are considerably taller.

I was disappointed recently when I bought some Panaracer Pasela Tourguard 27 1/4's from Nashbar. I have these same tires on a different bike and even though they are labelled the same, the new ones are considerably wider.
I was bitten by this as well. I replaced a set of old Specialized Turbo 27x1 1/4 tires with Pasela Tourguards in the same size only to find that the Paselas were too big for the frame w/ fenders. It turns out the Specialized 1 1/4's had an actual diameter of only about 26mm while the Paselas were true to size. I stepped down to the 27x 1/18 Paselas, which fit fine and are almost identical to the Turbos in size. I would prefer to run the larger Paselas, but I would have to forgo the fenders, which I would prefer not to do right now. Anyway, caveat emptor.
