BTW the Panaracer in the rear of my 88 Schwinn WS is too tall and nearly rubs. Wondering if anyone else finds that a problem and if so what tires you use to leave room enough for fenders.

Hard to say with any certainty unless you measure everything. Tire manufacturers lie about their tire size sometimes. Two of my rims in that general size (one a 27" the other a 700C) measure 25mm outside width. On one I have Panaracer Paselas in 700Cx28 which is equivalent to a 1 1/8 width. It actually measure 27mm. The other has 27x1" tires that measure 25mm. Both work fine. Once though I bought some 700Cx25 tires and they measure 22mm. They were definitely too narrow for my rims. Those Paselas are really tall for their width. They ride nice but I don't like the way they look.
