I don't know if this is true or not but even if it is, it's a non sequitur. Why would you want to rest your legs more while commuting? And if you did wouldn't a cruiser or a touring bike be a better option? Unless you commute actually is a triathlon (maybe you live in north Jersey and you bike to the Hudson swim to manhattan and then run to the office) you don't need to rest your legs cause there is no run portion.
