Although it looks like powder-coat it may just be a bad paint job. Looks like red paint around the face of the BB shell. If it was powder-coated it would have been sandblasted first, so there should be no signs of an earlier or original paint job.

You'd be in luck if it's not powder-coat, as you can then strip it and give it a decent, thin, paint job.

The numbers on the D.O. mean nothing. Except that the frame and fork match, of course.
