You'd be in luck if it's not powder-coat, as you can then strip it and give it a decent, thin, paint job.
The numbers on the D.O. mean nothing. Except that the frame and fork match, of course.
This may be a dumb question but how can I tell the difference? I was told when I bought it that it was powder coated by the previous owner. Anyway to tell for sure?
