I really like this type of build. I have a Nishiki road bike I converted to a 3 speed coaster brake 700c machine. The front wheel has a dynohub in it. It has North roads bars and a Brooks saddle. If it wasn't for the crappy TCW rear hub I'd ride it everyday. I have some Nitto Promenade bars to swap with some inversed bar end brake levers and some cork grips from Rivendell . I've decided I'd rather have a regular Sturmey Archer 3 speed out back so instead of the crappy TCW it will get swapped with an alloy shelled AW I have laying around. Then it will get some polished Mafac center pulls, TA cranks and a small TA front rack with a headlight. Add a front bag and a saddle bag and voila! My city bike. It will get some fenders too. Probably some VeloOrange alloy ones.

So I guess the point I was trying to make is just find a frame you like and start throwing parts at it. Or I guess you could get a Raleigh Sport or Superbe. I grew impatient trying to find a Raleigh Sport in my size so I am just building my own rendition of it.........With a French flare.
