Is it normal to have to cut a fender (atleast back one) to have it fit?

I am really cutting my luck as it will start to rain hardcore soon.

I am riding a trek 7100 (here is a review)

There is a cable on the back of the seat post that heads to the bottom. I was hoping to get fenders, back rack with panniers soon at same time.
