1+ to calling the police and asking the cars to be removed. They only way this gets fixed is with aggressive ticketing and towing. I guarantee it will get around the first time the police tow one of these suckers.
Even if you don't get a response at first, keep calling. The squeaky wheel gets the grease on this (I speak from experience.)
