I had the same issue with a Tomasso Augsta frame form Randall Scott Cycles. They denied it and said thye have no issues mounting standard rear brakes. With the wheel all the way froward in the RD, I barley had the pads touching the rims. No way to really even brake. 99% of the pads were on the tire.
Sent it back and got a full refund. Their tech dept is clueless!
