What you have is a Gios Compact Pro HT. It is recognizable by the fact that it lacks any external lugs except for what appears to be a lug at seat tube / top tube / seat stay junction. I have this frame in my Gios '95 catalogue. It is pictured with Gios lugless (unicrown) steel fork. Here's full info for you from the catalogue:

Geometry is identical to current Compact Pro.
In terms of quality, the frame is listed behind "Compact Pro" model and in front of "Lite" model (in the middle that is).
