Cro-moly refers the alloy of the steel. It's a type of steel that has small amount of chromium and molybdenum in it.
The Madison is "chromed" (chrome plated). This means there is a thin layer of chromium electrically plated on the outside of the steel to protect it from rust.
If you stripped a non-chromed crmo frame, it would quickly rust.
