Small frame - possible to fix?

I've got an old roadbike here, which is actually of kid's size (I'm quite tiny ). Do you think it's possible to make it a fixed gear? The bottom bracket is quite low...

It's a 46 cm frame with 26er wheels (sorry for the European measurements, don't know the US equivalents).

Currently I am using it on my Minoura rim drive trainer, but I'd like to make a bike for commuting out of it in spring. But since it's so small, I am not sure if making a fixie out of it would be the best idea. Maybe just a singlespeed with freewheel?
