Legally, probably not.
Practically, it may not matter that much. Most LEOs are just happy if you have lights on. YMMV Now, red and/or blue flashing lights on the front of your bike will almost certainly get you a ticket, but on the wheels, it may not matter as much.
On a personal note, when I ordered my Down Low Glow lights, I bought amber because a) amber is totally legal to have and b) under certain circumstances, amber is more easily seen than red (which was my other choice).
