I've repainted a Cannondale and after stripping the factory finish I noticed it had filler in places....Like bondo. If your gonna strip it for anodizing... sand blasting is probably not the best bet 'cause it usually makes for a rough texture. Especially on alloy. You want a smooth nearly polished substrate for ano. I'd think powder coating or straight up polished would be the best bet. To bad the fork is scratched...
Sorry your ride got messed up and the shop is not willing to be cool.....I guess that's what insurance is for.
