Doesn't really make a difference in braking, but cleaning them with a scotchbrite pad and rubbing alcohol will remove built up brake residue. It can help stop pad squealing.

De-glazing the brake pads with sandpaper and a quick cleaning of the braking surface on the rim can help the brakes feel like new, but I wouldn't say it makes a difference in braking.
