I had a front blowout (upholstry staple) at 30 mph while going up a 7% grade into the wind on krsryim elites and I just kind of pulled over to the side and stopped. (okay, so it was a slight downhill with a tailwind, but whos keeping track.

). The tire was shredded between the rim and the road and I used my cell-phone to get a ride home. It wasn't that hard to control but it was a little wobbly. I can't say I would be as lucky going 20 mph faster though, since the 30 mph was scary enough.
I run clinchers because they are relatively inexpensive and my bike came with a clincher wheelset. If I get dedicated race wheels, they will be tubulars.
