Interesting, you skipped 40-50. Below 50 I wear a medium weight base layer, bibs, short-sleeve jersey, knee and arm warmers. If it is closer to 40 or is going to be colder all day I've also been wearing a thermal vest.

Above 50 I'll wear a lightweight base layer and above 60 I probably won't wear knee or arm warmers unless it's not going to get any warmer later. Above 70 I'll be bare arms and legs for sure.

edit: every once and a while it gets this cold in the morning before the sun comes up. When it has happened, I just dressed for 40-50
and HTFU'd until it warmed up.
