Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

Assuming dry days.. It doesn't often drop below 20 here, so that's where I'm starting...

20-32 Long underwear or tights, Levis or work pants, cotton tee, 9.5 or 10 oz hoody, Helly Tech shell, winter gloves.
32-40 Levis or (work pants+Long underwear or tights), LS cotton tee, Helly Tech shell, gardening gloves.
40-55 Levis or work pants, cotton tee, Helly Tech shell, gardening gloves.
55-60 shorts, LS top.
60-70 shorts, SS top, maybe even sleeveless.
70 + naked, or maybe a fig leaf.

70-110 = Jersey, shorts, possibly a base layer.

60-70 = Jersey, shorts, baselayer, possibly lycra arm and knee skins, and a vest in case there is a lot of descending. Usually I'll end up in shorts and jersey.

50-60 = Jersey, baselayer, vest, shorts, knee warmers and arm warmers.

40-50 = Long sleeve jersey, long sleeve baselayer, shorts w/knee warmers, full fingered gloves.

30-40 = Long sleeve jersey, long sleeve baselayer, shorts, leg warmers, balaclava, full fingered gloves, if really cold sometimes mittens over gloves, and shoe covers.

It doesn't get any colder where I live than 30 and below 37 is extremely rare.

70F+
light shorts, light baselayer, light jersey. light socks. sometimes gloves. sometimes a wool jersey, even at 85F plus - at that point anyone's gonna be hot.

50-70F
60-70: shorts, wool jersey and arm warmers, with short-fingered gloves, and probably a hat.
50-60: wool knickers, baselayer, thicker wool jersey, arm warmers

30-40F
thick wool socks, shoe covers, wool knickers, synthetic upper baselayer, wool baselayer, long-sleeve wool jersey, wool long-sleeve shirt over that, skullcap, maybe arm warmers too. oh and long-fingered wool gloves or sealskinz. if raining, add jacket.

20-30F
more layers of wool

<20F
we don't really have to deal with that sh*t around here, luckily!

I am still learning what works for me.

I am however very happy so far with my purchase of a Shower Pass Double Century jacket. Makes a great wind breaker. Keeping the cold air from going through what ever layers I might be wearing.

Interesting, you skipped 40-50. Below 50 I wear a medium weight base layer, bibs, short-sleeve jersey, knee and arm warmers. If it is closer to 40 or is going to be colder all day I've also been wearing a thermal vest.

Above 50 I'll wear a lightweight base layer and above 60 I probably won't wear knee or arm warmers unless it's not going to get any warmer later. Above 70 I'll be bare arms and legs for sure.

I think of my degrees of dress in six levels. Adopting to your table for my 14 mile commute (temperatures in parentheses):

50-70F
Level I (>70): Shorts, short sleeve shirt.

Level II (60): Add thin long legged tights and/or long-sleeve jersey
(50): Add fleece shirt, maybe a wind proof cycling jacket, and long legged cycling tights over thin tights;thin fingered gloves, thin balaclava

30-40F
Level III (40): Heavy cycling jacket and long sleeve jersey; two layers of tights as above; thin balaclava, maybe a woolen cap; heavier woolen gloves
(35): Add safety glasses (as goggles) that fit over my eyeglasses; extra pair of neoprene socks; balaclava and woolen cap

10-30F
Level IV (30) Add fleece jersey; thin, fingered gloves and thick wind-proof fingered gloves; neoprene extra socks and neoprene booties over shoes

Level V (25): Add windproof thin cycling jacket over fleece and under heavy cycling jacket

Level VI: (<20): Thin and thick woolen socks instead of neoprene socks; additional windproof pants [scrub pants or rainproof pants] over two pairs of tights, add neoprene face mask

<0F?
My personal best has been leaving at 8 degrees in Boston and arriving at my suburban destination at minus 9

I don't like being cold, so I tend to overdress a bit, but I have a rear trunk bag and can remove layers. Recently I've been looking for reasonably priced mittens for level VI.
