One lbs I visited here did not know what a saddlebag was. I explained it was a bag that attached under the seat. They had never heard of such a thing.
That's actually a seat bag. What I would call it, anyway.
To me, saddlebags = panniers - the bags on the sides of the bike, on the rack.
