never used making tape. never had to.
The way I was taught to do it is from the old Park Tool maintenance manual. I put on a couple of coats of glue on the rim, a coat on the base tape, let dry overnight. I put a final coat on the rim, and let it dry just a bit, then do the "downward stretch" with the tire.

I always pre-stretch by mounting the dry tire on the rim a day or so before mounting.

Sounds like some are letting the final coat dry longer than I am.
