A Surly track hub is a Surly track hub. How far the locknuts are spaced out does not affect the chainline. The chainline is a measurement from the center of the hub to the shoulder of the cog. 130mm is the measurement from one locknut to the other, which corresponds to the space between the dropouts or trackends on the bicycle.

Your chainline, according to Sheldon's data, is 36.22 (surly track) + 6.4 (surly 3/32 cog) = 42.64mm.
