If I were going to make a dream wheelset I'd take formula hubs and install aftermarket bearings so they'd roll better than Phils for a lot less money. Then I'd use either Sapim or DT double-butted spokes and lace them 20/24 to a set of DT R1.2's. Just as strong as Velocity Deep Vs but much lighter and higher performance but with the same aero-benefits. I like Open Pros but that rim is an old design and modern stuff is lighter/stronger.
You've got the right idea there. My $330 wheelset consists of Sapim CXRays (24/28), laced to Niobium 30 rims, with formula rear track hub and front Speecific Perception road hub. No amount of bling will make wheels lighter, stiffer, or better performing.
