Without a serial number, it's going to be difficult to tell what you have.
My guess - and it's only a guess - is that you have a pre-1980 frame that someone has put a great deal of effort into making it look like a late eighties/early nineties Waterford frame. I'm basing this on the Campy dropouts and Nervex Professional lugs (indicating pre-1980) and the internal top tube cable routing, bottle cage bosses, the large radius fork rake bend, and paint/decals (which would not have been on a pre-1980 Paramount frame).
If it is a pre-1980 Paramount, the serial number would be on rhe left rear dropout. These pre-1980 frames had chrome plating on the rear triangle, and the serial number would be stamped into the dropout like this:
Since your frame has painted dropouts, the painter may have applied the paint so thickly that the serial number got filled in with paint.
The frame does look like a pre-eighties Chicago built Paramount, but everything else is inconsistent with that. Look closely at the left rear dropout and see if you can make out any indentations in the paint that may indicate there's a serial number there.
