Campy Gran Sport. Record pedals would have a chromed steel cage held on by 2 rivets at each end (some Gran Sports also used 2 rivets, but no Records used a single swag as illustrated in your picture), and rifling on the spindle. Early Records would also have strap loops on the cage. The rear of the cage (above the flip tab) on Record is just 2 windows, no bolt holes.

Any markings on the axles or cones?
