I would assume that you have to replace it, if it is silicone gel. And I would bet it is.
If silicone gel is not sealed inside a air/waterproof container, it absorbs moisture (even
atmospheric moisture if it's kept physically dry) and turns rock-hard. There's no practical way to get the moisture out once it's in.
