Crap! I was just on a site from a guy that makes cycling hats, and he was talking about DIY knickers...

Really easy though. Cut them to about 2" longer than you want, fold it inside, then sew the hem closed. Once you've done that, cut a little slit and add your drawstring (tie the string to a paper clip so you can push it through)
