I have made a number of pairs over the years. I started out with using some wool dress pants, but everyone eventually ripped in the crotch. Since then I have been using military BDU pants. Actually I have a pair on right now. The pants are under $30 brand new and can be found cheaper on sale. I always bought mine from http://www.bdu.com/ since every order over $50 ships free.
