Down here they are most commonly called "cut-offs". Funnily enough, amongst other things (capris, etc) they are also called "pedal pushers"

"Pants" can mean any form of trousers, or, well, pants, male of female, but it is most commonly used for womens trousers. Underwear is often called underpants.
