Properly Applying Phil's Tenacious Oil to Chain

Even if I use just the tiniest amount directly applied to each chain roller, it still strings between my chainring and chain and cog in the back. It gets all over my chainstay, my leg, my wheel, my spokes - basically everywhere. I wanted to use it, but I have just been using some Finish Line wet lube, which works well enough.

Is this everyone's experience using this stuff on a chain? Or is there a better way to do it so that my legs aren't lubricated? Or does it eventually stop slinging oil everywhere after a few hundred miles of riding?
