This country has many non-enforceable laws on the books.
When we lived in MI, our town had a law prohibiting bikes on the road. Also a law prohibiting bikes on the sidewalk.
Drunk driving laws . . . how many drunk drivers end up in jail? Loosing their license?
Just had a case in Tucson; driver hits and kills cyclist. Driver under the influence of drugs. Driver gets good attorney and he was sentenced to 5 days in jail. Poor driver is probably now smoking a joint to celebrate.
